Is there any sort of art that you're looking for in particular?
(e.g. landscapes/portraits, paintings/sculpture)

There's probably the obvious suggestion of Andy Warhol for the bright. Also, Roy Litchenstein. I guess Jamie Reid would fit into being bright and using words as well.

I think what artists you could use and look at depends a lot on your idea or context. If you could let us know that, I could have another look for you

If you're supposed to turn 2-D paintings into a 3-D sculpture and want a fun challenge, do something based on René Magritte. That'll really blow your mind! :P

All I can think of is Kandinsky. He listened to music and painted it out in the form of shapes. Quite cool really. His pictures are all nice and colourful, but it would be damn tricky to turn it into a sculpture! Unless you made all the little shapes into 3D, and then strung them together on some kind of wire tree-like thing... That'd be pretty interesting, actually...

At school we were doing Graffiti work and we had to do a tiny study on Keith Haring. It might be totally random and out of the blue, i'm not sure but he seems to fit the criteria.

He uses very bright and vibrant colours, and has a certain Haring style. He always draws special stickmen, all very similar and signature.

He spread messages in his work without words, he was homosexual, so im sure he was one to spread that message a lot.

I think he would be a good one!

For inspiration (not the actual painting you'd use) The Signature Project may be helpful.
