Is it ok to submit fan art to a serious contest(Scholastic Art and Writing)? I do have an original piece I'm entering regardless.

That depends on the competition rules and the piece you want to enter. Check the competition rules or ask an organizer what the stance is. Also be aware of your country's laws on copyright and fair use. I'm fairly certain that fan art would be considered fair use, but just look it up anyway. And if you do submit this piece, be sure to state in no uncertain terms whose work this is based off of.
E.g. "This story is based on the world of Middle Earth created by J.R.R Tolkien."

Looking at the rules more closely, I don't think that this would be a good idea. I was planning on entering an origami Transformer based off of a character from the movies, but they said that just changing the medium still counts as plagiarism.
