I think it gets the message across just fine. It kind looks like the actor that is just about to get hit is trying to make a surprised face while also trying not to laugh.

In my professional opinion, I think that it was more hilarious than it was a powerful message. I don't think it's contest worthy content. The idea was nice, but the acting was very poor. When the girl got hit, there was a clear indication that the car was going like...1-5 miles per hour. She wouldn't have been dead from that because she appeared in front of the car...indicating that she was merely bumped instead of ran over. If she was on the hood instead, or perhaps behind the car...there would be some context clues that she'd be either dead or in extreme pain.

There's a lot of questions that I have when I watch the video. Why did you swerve at 0:30? The shot before that, you were on your cell phone but then the next shot you were holding the steering wheel with two hands.

When the girl got hit, she had a black umbrella. When she was on the ground, the umbrella was gone. Also, their was rain on the windshield before the girl got hit...then there was no water on the car at all.

There's a lot of things...I like the concept of it. I don't think it's contest worthy, but I do think that there was some effort put into it that deserves a high C or a low B.
