hi i have a forum i want to know who i should make mods/admin and what i should ban people for eg: spam or something

There should be options that you could look through.
To make moderators and the such, it needs to be a forum where people sign up to be members in order to post comments - if this isn't the case, I cant see how you can make moderators.

Uhhhm, If you have people signing up to be members then there should be options that you can control as administrator when you click on their name, or go into their profiles.

It's difficult to say when I don't know what the forum is or how it works.

Why not write a set of rules that you think are appropriate to your forum? Take a look at TH's rules for guidance.
Usually things like excessive swearing, disrespecting other users and spamming could result in banning.

I'm not entirely sure how ip addresses work, maybe pm one of the LHO - they might be able to more about ip addresses.
I think banning usernames is a pretty good way to start, apart from that user name would no longer be available to use?

Unless you have a particular person who keeps creating multiple accounts to spam or something, no reason to block and IP. Username bans are usually pretty efective, to my knowledge.

Always ban usernames first; banning an IP is seriously OTT as it can harm people uninvolved. You should only ever IP ban someone if you've banned several accounts linked to that IP.

Not that I know of. If you've banned an account, the account can't be used. Pretty hard to get past that, I think.

I believe that TH does username banning but asking a mod would help

This can all be taken on a personal bases as well. If you feel someone should be banned or unbanned, then that is your decision, as I'm assuming you're one of the Administration at your web-site. Therefore, a great deal of these questions are going to be answered on a personal basis from each respondent. You may want to un-ban someone while others here believe not to. Additionally, there is always a story to follow each user. There is not always a simple yes or no answer to many of the decisions needing to be made regarding users.

Different colors are goods as it lets people know who the staff are. As for banning, a good idea may be a pardon policy whereby after a certain time the may return if they can show they have changed.

Normal banning bans the account, however the person can still make a new account and use that (if they're that desperate). IP banning bans the internet connection, however in doing so it usually bans more than just the one person. use with care.

Usually ISP's will assign a group of IP's to a group f users, so you can ban every IP the user has access to (as well as every other user who uses them... see why IP bans aren't well liked?). Proxies can get around them of course...
