Most people would not code for free. You may need to consider offering a wage and advertise on craigslist or contacting a school near you that has a degree in Web Design or Animation. They are often accepting of posting jobs related to the fields.

Also, contacting schools and advertising a job offer for EXPERIENCE with NO compensation might work too. It helps students get their names out as long as you provide them with reference material.

I don't have any answers for you but I just thought I'd warn you, can't the owners of Pokémon try and sue you for copyrighting?

He can call it Pokenon and rename all the characters and it is now his idea of a game

I go to a college with a great game development program (I go to DePaul and we had a team of students release Octodad). We have game design majors, game programmer majors, and game artist majors. If you like, you can contact me through PMing and I can ask around.
I do agree that you would probably have to offer some form of payment...but if you are looking into hiring college students, most would probably be okay with little/no payment as long as their names get put into the game. This also depends on if you plan to make a profit off of the game--then you would definitely have to split profit.

And well...do be careful with how close to Pokemon your game is. I'm majoring in CS but minoring in Game Design...and yeah most games stem off of other games, but you do have to be careful with that.

I'm studying Games Design myself, and I have to agree, you're on rather dodgy territory here, so just in case, I recommend that you don't try to distribute it or anything OR pay a wage or anything/ask for money for it, because then you'd just be asking for Nintendo to hit you with it's giant corporate sue-hammer. >.>.

But messing around with the coding yourself/with a friend on the game should be fine. Another thought though, rather than looking for programming students, maybe learn the scripting? If you want to get into the games industry, knowledge of C++ and various scripting languages is a valuable skill, even with a designer.

Well, for that you would need a small team. It also depends on how organized you are and how much you want to put into it.
Team-programmer, designer, artist, etc. You will also need play testers once it is "almost ready"
What you need to think about-
The game itself: what platform-ie what language will this be programmed in? What software will you use to compile? You need to look at all the requirements for the emulator. Will this be released to the public-if so how?
Graphics: can someone you know do what you want? Do you want 2D or 3D graphics?
Programmer: who do you know can do this? You can surely use forums and Google things-as a programmer, we use forums often.

Copyrighting is a biggg thing. Make sure to read up on the copyrights for Pokemon to ensure that you are not violating any of them. Even if it is a small game, companies can pretty much kick your butt...intellectual property is a HUGE deal for companies.
