There isn't necessarily any such thing as "safe" bleach for your hair. It will be damaging either way as it is literally removing all hair color pigments from your hair rather than just covering them like a dye does.
You can really use any brand- they will all do the same thing. Just make sure to get a good deep conditioner to use afterwards.

And here you are living, despite it all.

I've seen it for under 15 on Amazon. But usually, if you're going for a particular brand, they're similar prices where ever you look.

I'm not sure about in England, but they sell Manic Panic at Hot Topic and Spencers here in America.

I don't think we have hot topic or spencers...never seen them stores.
They don't sell it in asda, tescos, sainsbury's, co-op, pound stretcher...

You may have to order it online. As I mentioned, I found it on Amazon, but I haven't looked anywhere else.

You could try Blue Banana. Here's the website: http://www.bluebanana.com/
Go to the hair colour section and scroll down. They have a bunch of different colour brands. But yes, they have Manic Panic. The top price for that is 11.99 depending on what colour you want.
They usually do pretty 'out there' colours and they stay in for a long time. I'd use semi-permanent though because permanent will only send your hair ginger again. Blue Banana have shops here:
Birmingham
Bristol
Cardiff
Coventry
Exeter
Hull
Newport
Nottingham
Plymouth
Sheffield
Swansea
Swindon
Wolverhampton
But you can order online if you don't live near there.
If you're wanting to bleach your hair, I would really recommend getting it done at a salon. I tried using a home bleach kit and it didn't work at all!
If there are any hair academy's near you, you could try going there. Usually because the people that work their are trainee's it is cheaper. I got my hair stripped and re-coloured for only 28 by going to a training academy. And I still go there to get my hair done. They're great
