Hey there,
Only moderating staff members, and those who hold the ability can ban members. Those who are banned will receive a PM explaining why they were banned, and the duration of their ban. If you feel as though someone is breaking the rules, you can go to that user profile and report them. Or you can report a specific post that you feel breaks the rules. You can also PM a specific Forum Moderator as well. Hope this answered your question
