Safe... eh, safe is a relative term. Is the border safer now then it was 2,4,6,8+ years ago.? Heck yes. The 5,000+ new BP Agents, 1,500+ new CBP officers, implmacation of UAV's, increase use of HELO's, stationary and mobile ready day and night cameras, increase use and expansion of "smart technologies", increase check points and patrol within 100 miles of the border, that giant ass fence (Now while I agree that the fence is not the solution, but it slows them down quite a bit), expansion of air and marine unit, etc.. has made our border a lot safer.

I do want to point out something so I don't get flamed before I respond to your post.
-In the most simplistic way, the President may use the the US Military to enforce federal law under Martial Law, the Insurrection Act and a Declared State of Emergency under special circumstances but it is also under the review of Congress during such action. (Though, any of these actions are rarely done. The military may assist in an indirect way to surrport law enforcement)
-Under 14 U.S.C. § 2, 18 U.S.C. § 1385, 14 U.S.C. § 143, and 19 U.S.C. § 1401 authorized the US Coast Guard to enforce federal law.

Now back to your question. 1,200 US Military A/D personal (National Guard), under orders of the President, were sent to the "border" to assist in logistical support and intelligence operations but they are not authorized to enforce federal law.

The US Military as has responded in a defensive state with armed personal and aircrafts when either A). The Mexican Military has crossed into US territory or B). Reports that the Mexican Military has crossed into US territory.

With this said, unless some circumstance grossly changed, the National Guard or any A/D personal of the US Military (Except the US Coast Guard) being sent to secure the border to enforce federal law over a long period of time would almost be impossible.
