In situations like this they should bring some sort of psychologist or negotiator to talk to the person. There should be a full psychoanalysis done to determine whether or not the person actually poses a threat. Honestly, that's not even very complete. They should interview family and friends, and do a search of the person's home for clues. And if in the mean time innocent civilians or cops die, no big deal. At least the innocent fuckwit waving a gun/gun-like object at police didn't get hurt.

Sounds like a great idea. And while more time is wasted trying to preserve your little fantasy, the guy might start running around the place shooting people. Great.

This doesn't make any sense because if the person is waving a gun around with the intent to scare people in order to get something, such as money from a teller and for one reason or another they get a bit too angsty and pull the trigger. Assuming the worst, a random person was just murdered, however, by your logic, the police still should not use lethal force (assuming they demanded the person to give up the weapon and the person did not comply) because killing was not the person's intent. In fact, by your logic, I could argue that this person unintentionally kills 10 other people and 1 police officer, so the person has killed a dozen people. At that point it would make sense for the police to use more force but you would assert they should not because killing was not intentional.

Furthermore, your logic is premised on the fact police should be mind-readers to know the person's intention. Last, your logic would detract people from being police officers because even if they protect a mall of 300 people from 1 crazed gunman, the police officer is still punished. It's pretty much a lose-lose situation. If there were a society built around this logic, it would have the highest murder rate and almost no police because police should explore every single possible angle, even if they are untrained to do so or do not recognize all them, before they make any move of aggression.
