Does anyone else have the problem where their breasts are always tender and hurt to the touch? If so does it ever go away?

I don't know if it hurts forever, but I think the later you go into puberty the less the pain becomes. I know when I started puberty it hurt A LOT, but now it doesn't really hurt until my period comes... I could be wrong though, I'm still pretty young.

I think if you are actually 21, it might be worth seeing a doctor if they are frequently sore and tender. I mean that can happen near your periods, but most the time you should be fine now you've finished puberty.

My theory is that I'm just working out too much. I tend to do a lot of bench pressing.

I did some bench training for half a week and could barely MOVE!

Never did it again.

I had tons of severe breast pain growing up, until I had my kids and got Mastitis. I was a D cup before pregnancy. After, I was a big A cup. Before pregnancy, my breasts were loaded with cysts, which causes a lot of pain. I'd suggest seeing a doctor.
