"Happy Birthday. xxx" I'd go with whatever you're comfortable with. I mean, you're hardly going to admit to the entire Facebook population that you have a crush on this person, are you? How about inboxing them a birthday message instead? That's a little more personal. :]
I agree with Holly, you should send her a personalized inbox. But if for one reason or another you don't want to do that then a simple "Happy Birthday (insert girls name here) xx"

Making it more personal is a great idea, as well as sending it to their inbox so that its a little more private.
I would also follow up after and ask them if they had a good birthday. It shows you care and its a sweet thing to do.

The personalized message is a good idea.
Another thing you could do is post the "Happy Birthday xxx! Have a wonderful 18th Birthday" post soon after midnight. This gesture will show her what you want to say, but not really anounce to the Facebook populous "I love xxx"
