Someone I know was organizing a trip and was trying to sort out payment for a coach and who was going and she sent so many messages to people facebook deleted her account for spam.
I think it is just automatic based on how many messages or comments your sent in a certain amount of time. They may let you have the account back when they read your email if you don't get a reply or you get an automatic reply then I would just keep emailing them until you get a descent reply.

It won't let you make a new account with the same details but there are ways around it.
Her old account was her full name from marriage so she created an other one using her maiden name - her marriage name.
Or use a different email address.
