Hair on back and arms but not down there?!?! -

Hi,
I am a 16 year old guy and I am really kinda freaked cus I am not sure if puberty is happening properly. I have got millions of really tiny soft hairs on my back, arms and some on my face but not a single one down there where its supposed to happen!?!?!?!
Is there something wrong? Its happening really late from what I can find out on the web but nobody seems to mention these hairs coming first and there are LOADS of them in the wrong places! The other stuff that is supposed to happen isnt either cus my voice hasnt got any deeper and Im kinda skinnier and shorter than all of the other guys in my year now.
Has it happened like this to anyone else?
