It depends on why he's screaming. Perhaps he's in pain? I don't know anything about bird diseases, but if he's sick that might be why he won't be quiet.
Try talking to him a lot. Take him out, talk to him, and play with him 3 times a day (schedule permitting, of course). This will make him feel more a part of things, and he'll tolerate being bored better
