I agree that it depends on the girl, some will love it and some will probably be creeped out and walk away but you don't know until you try. Just say something like you've seen her around and you think she's cute and wouldn't mind getting to know her a bit better and see what she says, then if it goes well, ask her for number or something and take it from there.
