I'm about the same height as you and also struggle with maxi dresses. They always fall at that awkward "just a touch above my ankles so you look kind of Amish" length.
I think the pink topshop skirt and the forever21 surplice back dress are my favorites of the two look. I'm leaning more towards the dress since it seems a little more dressy, but also fun (you're turning 21 woohoo!) and sexy. I actually liked the newlook coral skirt, but it seemed way more everyday to me rather than "I'm going out and celebrating!" I'm iffy on the newlook turquoise dress, but I wouldn't necessarily rule it out. I didn't like the newlook mint dress; something about it seemed a little awkward to me. I'm not a fan of the lace sleeves.
