Since you were conceived via her (I am assuming) I doubt you would be telling her anything she didn't already know. Parents, while its weird to think about, are sexual beings. So she probably knows a lot more than you think she does.

However, I don't see how helpful talking to her about it would be. I know here in the United States, if she were to purchase one for you, it could look predatory from an outsiders perspective and there may be some sexual abuse accusations on your parents. It's just not something worth involving them over.

At the end of the day, if it is illegal to get one where you live at 13 its probably just best to wait until you are older. Yes, you want one now. However, there are laws and rules and you wouldn't want to get into trouble, and you wouldn't want to get anyone else in trouble or a simple "want". Just be patient. It will happen one day, in time.
