The ICE Agent had absolutely no right shooting her point blank. Not to mention that when he shot, she had her foot on the gas and was mortally wounded as the wheels of her car kept moving. That could've very well struck someone else and caused further injuries and/or fatalities. He might've gotten clipped; but if he did, it was only after he shot her in the face and she was already mortally wounded. Kind of hard to control your body when the main organ is dead.
