Why would Maverick and Rooster fly the final mission without a co-pilot in the plane with them. Fanboy and Phoenix both have co-pilots.
Rooster and Maverick carried the bombs and the other planes had the laser eye guidance. Seems like all the planes would have bombs and a laser for the mission?
Also Penny the bartender who has the romantic interest in Maverick. Who is she from the original Top Gun?

I don't have answers to your first two questions because I've never seen Top Gun, but as for Penny, I looked it up and she wasn't physically in the first movie but her name was mentioned. I found that answer here.
