Do you consider September a summer or a fall month? -

This is a matter of opinion as there are different ways of designating the seasons. Astronomical fall starts on the equinox late in the month, meteorological fall starts September 1. The actual fall starts when the weather patterns change.
The long days of summer are unfortunately behind us. Students are back in school, and the sun is setting noticeably earlier but not yet too early. People don't normally take summer vacations in September. Summer camps are closed for kids. Summer activities have mostly come to an end. It is one of the most quiet months for travel. People have already traveled for summer if they are going to and have not yet traveled for snow(or avoiding it) or for the holidays. It is also the first month of football.
However, when I hear of someone having a September birthday, I mentally categorize it as summer. It can also still get very hot in September and it is the most active month for hurricanes in the Atlantic. It is still pool season here in Florida. The weather is still nice and hot. It is the time of year that college students do their "fall beach retreats" and rushing Greek organizations. It is also the month where students often have a first exam or assignment that forces them to get focused. If my memory serves me correctly, the first few days of school are easy as you can slack.
I start feeling the summer vibe decline in late July, but I have also felt it in early October. September is the month of the year that sees that biggest decline in daylight.

For me it is a fall month.

It's an autumn month for me, mainly due to the school summer holiday's being over and everyone is back in school and the weather this September has been more like the start of Autumn- the temperature has dropped a bit, it's raining more, it gets darker earlier etc. But I can see why it could still be like summer- we usually get nice weather at the start of September- sunny and quite warm (though that's not happened this year) so it usually feels like the last bit of summer before autumn.

I also feel like September is a mix — the start feels like summer but by the end it’s clearly fall. Do you think location plays the biggest role in how people view it?

It's similar for us, in regards to whether September is a Spring month or not. We have had days where it has felt like a beautiful Spring day, but the very next day, Winter makes an appearance. Even though technically, September is officially Spring for us from the 1st, it hasn't really kicked in yet.
