I am not completely sure but I think its ok.. but u still need to use protection so u could protect yourself from STD's because those are still transferable

Yes, it's okay to have sex even if you haven't had your period yet. And, yes, protection is still a must. Just because you haven't had your period YET doesn't mean that you are protected against sexually transmitted diseases. Wearing a condom can protect you against that.

Pregnancies can happen essentially whenever. I know someone who has a kid now because she thought it was safe to go without protection even right before that time of the month.

It is fine to have sex before the onset of periods. However, protection is always important to protect against both STD's and pregnancy. Although very uncommon, it is not unheard of for people to become pregnant the first time they ovulate before their first period; just because a woman hasn't started her periods yet, it doesn't mean that she isn't about to. It is also a good way of getting in to good habits and practice for when that stage in your life finally does happen.
