If you are under 18, you have to have taken a drivers education class. So unless you have been enrolled in one, you have to wait until you are 18.

The doctor's note would only be relevant if there is a medical issue you currently have that hinders your driving, such as epilepsy. Even if you had a medical condition, the DMV probably won't respond right away. My father recently had a health complication and got his license suspended. Once he got doctors to verify he was alright again, it took 5-6 months from the time the doctors submitted their report to him receiving his license. Reason being if there is a medical complication, the Ministry of Transport or DMV has a panel of medical doctors who scrutinize the reports to the finest detail as well as a back-log and the doctors are often busy with their own work elsewhere.
If there is no medical issue, then your mother and her doctor are wasting their time doing something useless. The only other way would be to enroll in a driving ed course as it scratches several months off so you could get your license sooner. I can rip you off, and steal all your cash, suckerpunch you in the face, stand back and laugh. Leave you stranded as fast as a heart-attack.
