I don't know anything about turtles, but why not just bring him/her to the vet to be safe?

What do you normally feed him? if you can him little snacks every day then he is more likely to want to eat when you give him his daily food, here are some snacks that I used to feed my turtles to make them like food more :
Lettuce,
SOME kinds of little meat, only small amounts and maybe only once every two months or something; they prefer shrimp,
little pieces of veggies,
SOME fruit,
little things like that once a day will make them used to yyou giving them tasty things and they will be more willing to eat the things you give them thinking they might be getting snacks, I used to have 6 turtles well they were my moms really but anyways, giving them stuff like that really makes them want what you have in your hand even if it is just their food.
if he doesn't start eating then I would take him to the vet.
Hope this helped,
Love,Scream.
