My brother got himself a beta fish. He loves it, but he noticed it always goes to the surface, sticks his head out of water and goes back to doing whatever fish do every half hour or so. Why does the fish do this?

Don't quote me on this, but I'm pretty sure beta fish breathe oxygen like that.

All fish do that. It can be descibed as 'drinking' air, like we drink water. Nothings werong with him. If he was looking for food, he would root around at the bottom of the tank/bowl. I kept a beta fish alive for... a while.
