My cat is worse then a baby!

We have two ats and a dog. We just got our second cat 6 months ago. Throughout the summer she did not want to be held or pet. Now, all of a sudden she will crawl up my clothes and sit on boobs with her nails digging in to my shirt so I can't get her off of me, or she'll jump on my shoulders. If my mom leaves the room, like to go to the bathroom, if my cat doesn't know where she is she runs around going nuts and meowing until she sees my mom, if she knows what room my mom is in she will sit in front of the door and just meow. She lives to cuddle now too. My mom thinks she is starting to go into heat, I think it could be that both my parents are gone to work and in the summer she had 3-4 kids in the house, and now there isn't anyone but my dog and other cat. It was cute at first, but now I'm starting to get annoyed. Any ideas on why she is doing this? Please and thank you!
