If you lie flat on your back, and slowly raise one leg, then hold it. Lower your leg then repeat with the other one.

if you have a rubber ball or excersise ball something like that you can put it between your knees and pull your knees together. like squeeze the ball in little pulses. works inner thighs. if you dont have a ball you can improvise with a pillow or something

Leg raises: there are a variety of these such as the seated leg raises,
Stepping
Lunges
Inner and outer thigh presses
Squats

If you spend lots of time sitting you can also follow some simple exercise to tone your thigh. Here is a simple exercise that you can do while sitting:
  • Place a bag, stack of magazines or other item in your lap to help provide some resistance; with your feet flat on the floor, slowly raise your heels until they are no longer touching the ground; hold for a few seconds and then lower them.

Alright,

Here we go! First off, you cannot spot reduce. However, toning sort of involves building muscle if you look at it from my point of view, therefor only certain exercises will get that part slimmed down. Basically, over-all cardio, low carb and high protein and staying active will take care of it. With that said, it is a MUST to do squats. Not only does it work your thighs, it also works lower legs, biceps, triceps, abdomin area and more. It's basically a total body work out.

With that said,

I can recommend doing a body-weight routine. Squats, push-ups, pull-ups, sit-ups and this is all done with your own body-weight. You can add pilates weights or dumbells later on if you wish! Sadly, I can't lay it out too much more (This might even be too much) but if you want you can feel free to PM me for more information.

Please consult a physician before starting any diet or work-out regimen

I'm not trying to get generally healthier. Just tone up thighs really, as confidence. The ideas are good but i have a lot of problems. I can take no weight on my knee's or shoulders or arms. So that cuts out most things.

Thanks anyway

Body-weight exercises should be a zip, no offense if it isn't.

If you'd like I could try to find a decent program consisting of basically aerobics or pilates? This will allow cardio burning without the stress on your arms or knees.
