Hi Harley nice to meet you

When you sneeze, the pressure in your body shoots up, muscles tense and so on. Shooting pain down the arms sounds nerve-related... and, perhaps, you are impinging a nerve in your neck when you sneeze and pain is being referred elsewhere.

Please don't take my word for any of this. See a doctor. If it is nerve-related, a good round of physical therapy to correct posture and stretch/strengthen related muscles might be all you need, hope you get better and it improves

Ya, this^.

The actual sneeze reflex is largely uncontrollable, but the force often is...so, exert a bit of self control and don't sneeze so violently. You might find the tensing (and therefore the pain) isn't so bad.
