My mom said "I don't talk to her, I talk AT her." I dont even know wtf that means.

Not 100% but maybe it's like you answer when spoken too, maybe giving a little attitude at times but never actually have full on conversations about things. I know when I was growing up I would reply to questions etc, just to get my family to stop talking but rarely did I ever have conversations about how my day was, how i was, how they were etc. Without knowing a little more about what's going on in your situation and such its hard to really tell what she means, but that's what I gather.

I agree with the above; For example, if you came home, and just started ranting about your day, not really stopping or pausing for them to comment or have chance to listen properly, not making eye contact, and not really caring about their opinion on the topic. Talking to her instead would be the opposite, allowing her chance to comment on it, asking her about her day, allowing you both to be more involved in the conversation.

You might not be doing this, but she may be under the impression of this by your attitude or your body language. You might not even realise you're doing it; maybe try and slow down when talking to her, make time to talk to her properly, ask for her opinion on things, ask her about her day rather than just talking about your day sort of thing
