There's the GIMP, which is GNU software and as such is free to download and use the full version.
There's paintshop pro, which I don't like much because Corel bugs you to purchase it.
If you're rich you could buy bits of adobe suite - InDesign, photoshop, etc.

Personal favourite at the moment is GIMP.

If you're looking for GNU software to 3D modelling and rendering try Blender3D. They haven't released it for windows 7 yet but it's a good program and has a manual on the BlenderWiki.

The majority of these are large files to download being around 500MB each.

Zbrush!

Kewl, detailed and pretty simple.

Best thing ever!

You're searching for what, what is to search
You're longing and looking once again for a home
Angery, anger and agony
The pain is pain, pain is to be
The remedy is on its way it will relieve

Been through the fire and been through the rain
Called the wonderer and yet have no name
If I were you won't you want me or is in my head.
Or is it in my head
Or is it in my head"

I would recommend Adobe products. You could buy Photoshop and I'm pretty sure Illustrator is for that although I haven't used it yet.

GIMP is free, but if you have Mac go with Scribbles (http://atebits.com) it's great for drawing

There's a lot out there. Photoshop is always really good and versatile. GIMP has a steeper learning curve, but is also really, really good and powerful.

Some others I can think of off the top of my head: ArtWeaver, Corel Painter, Zbrush, Inkscape, ArtRage, Project Dogwaffle and Pixarra TwistedBrush.
