help me remember the name of this anime. -

So i was watching "outlaw star" earlier and started remembering all the old animes that used to be on tv. I remembered this one and i cant seem to recall the name. i think it was called something blue...I believe it aired on cartoon network.
Basically it was about a guy on a submarine in a world covered by water and they battled these like half shark half human things and i believe on a quest for some scientest or something..  sorry for the vague description but someone has to remember this show.
