Did you paste it onto a new layer? New versions of Photoshop create a new layer automatically but I think that Photoshop 7 does not.

Go to your Layers menu and click the New Layer icon and then paste your picture. You should be able to move it.

When you want to move something make sure you 1) have the right layer selected and 2) that you have the Move tool selected. It's on the left-hand toolbar. It should be the first icon on the second column.
