Unless you're starting a business, or an organization, or you're going to be using a lot of bandwidth there are some good free options.

I have not done any web design in a couple of years but when I did I used Freewebs (now currently http://www.webs.com/) to make the site and then Dot.tk (http://www.dot.tk/) to make the URL shorter and look more like a hosted domain name. I'm assuming you have some template already or at least some HTML and scripts ready to go. If I remember correctly Webs should have the option to either start with a completely blank HTML input version or with one of their templates which you can edit. If you're looking to create a forum InvisionFree (http://www.invisionfree.com/) is great and there are plenty of custom templates out on the web. And of course you can used dot.tk to shorten that URL too.

As I said I haven't used these services in some time so if anyone here notices and error in what I said or something I missed; please do contribute.

I second InvisionFree, you can do a lot of stuff with it, and it's free. I used to run a couple of forums based off of them.

In that case I would probably go with Yahoo (http://smallbusiness.yahoo.com/domains) or
GoDaddy (http://www.godaddy.com/).
