What do you mean by free website builder? Do you mean a program that is like DreamWeaver where you "code" your site? Or do you mean a host?

I doubt you want to code your site, so here are a couple sites:

You could also try Wix. It is a free website builder with hosting using flash. It may not be right for you as the websites are often very complex (seeing as its flash). If you are using photos as well then it may mean your site loads extremely slowly. However it is good for portfolios. Depending on what you want to do you could always use a blogging site as many let you fully customise the page and you can add many things to them. Lots even come with specialised portfolio templates. G'luck

Photo websites are difficult, time consuming and expensive things. Photos can be large files which use a lot of bandwidth unless you host them elsewhere, and they also take up a lot of time.

I've looked at doing it lately, and the best way I'm sticking too as I have done for years is flickr. Theres so much to help you on there, granted each page is only really individual by the photos on it, but theres a ready made audience to view your photos, you can put them into groups to grab the interest of people, follow other people and get ideas, join discussion handing out tips and techniques...

I will someday be setting up a blog with some of my photos on, but just with a blogging template really and my own domain name at the top. Unless you're really trying to sell a service regarding photos, a website isn't necessarily needed and the chances you can create a better website than some of the pre-made big names are slim.

Look into it by all means, but at the end of the day flickr is there for photo sharing and gaining interest on your stream. Its fast, slick and very well made and unlike your own website or other pre made options it never feels like your photos are being buried below a ton of new ones. Its also made by Yahoo

If you wanted to, and I'm not being a sales person here because I know you were looking for free, but there is also a 'pro' option, giving you unlimited uploads, a chance to customize your stream a bit, get super detailed tracking on how many people are viewing your photos, graphs and charts and the like, the chance to have over 200 photos viewable on your stream and so much more. I'd say give it a try, if you like it save while you fill the 200 photo limit and then buy pro, and you're sorted.

If you don't like that idea, then a blogging site like wordpress, tumblr or blogger would be good also

For a portfolio online - weebly, webs, tumblr, blogger would all be wonderful starts. Eventually you would need to pay for the domain name, as it is more professional.

Most places it will cost merely $20/year. So it can be very well worth it.

If you just want a place to host your pictures, all of the above are fine as well as flickr.

It just depends on if you are wanting a portfolio or JUST your pictures up. Sorry, I took this as you wanted a portfolio.
