No, that is the crackle nail polish. In my experience, you've got to put it on very lightly if you want more crackles, thick if you want fewer. In the picture, it looks like they just used black crackle with no undercoat, most people put a color underneath though to make it pop more.

Marissa's right. It is indeed crackle, you just have to experiment with it and you will never get the exact same look as a time before. But if you want a few crackles like the picture I suggest putting it on thick and just as it's almost cracked to where you want it, blow on it. It dries almost instantly when you blow on it from my experience. If you want what they show in commercials, leave it be and don't blow on it, if you want what's in the pic, blow on it shortly after it's started cracking and it'll stop it there almost immediately.

That is indeed the crackle effect. I had a problem getting the crackle nail polish to work, but my boyfriend's little sister ALWAYS makes it work! You just need to experiment. Try putting an undercoat underneath to get some extra color in there, and then lightly brush the crackle polish over it. If it doesn't work, just keep trying and Google some tips on how to make the crackle polish come out perfectly.

Definitely put a light coat on first, if you put on more it will get heavy and won't crackle as much.
