I want a tattoo when I turn 16

I'm turning 16 next month (Febuary), and I was wanting a tattoo. Nothing extreme, just a small approriote one in a reasonable place, maybe a small cross on my wrist. I'm from Illinois, so can I get a tattoo with parents consent at age 16?
