So what are the copyright laws of posting/qouteing a lyric on say a forum?

I believe it depends on the forum. Some might not allow anything copied... some might say you need to post a source... it could depend. Check the policy at each site! Usually you can find it under the terms and service.

but if all else fails just source the lyrics.

I think what Luke was asking was what the law had to say about posting lyrics, which has nothing to do with a forum's policies. In regards to that question, you should know that the vast majority of song lyrics - with exception to some produced by independent/amateur artists - are fully copyrighted, and therefore cannot legally be posted anywhere without permission.

However, given the many sites that already repost lyrics, it is worth also mentioning that it is highly unlikely you will face any legal challenge to posting lyrics so long as you are not making any money from them. Ultimately, discussing artists you like promotes the music, and increases sales for the artists, so even if they stumbled across the site (which is perhaps unlikely anyway) they will likely just turn a blind eye to it.

That doesn't make it legal, though.
