people cheating the system

Another thread made me think about this. What do you believe is the best way to prevent people from abusing government and/or private aide? For example, recently in my area they were giving out free food to needy families for Thanksgiving. Yet there were families going in more than one car to get more food I am fairly sure. There were also people that drove up in very nice cars and own MORE THAN ONE cell phone, appearently.

There are different definitions of needy. In America, people don't know how to spend. There are poor people who spend more money on their car and clothing. Nearly every poor person will have a television in their house. Why do they need a television?

I think part of the problem is entitlement. A person deserves this. A person deserves that. A person should get the best of the best.

but for government aide or even private aide, should they not have a standard like income or something?
