I believe machine guns have a lot of spray, climb and recoil. He'd have been better off with an assault rifle or a tripod and firing in short bursts

Machine guns have rather poor aim, so nothing amazing there. Rocket launcher, well, that has a bit more aim but if it hits near-by, you're going to get a blast. I'm sure this guy is going to be humiliated in prison/jail for being unable to kill his mother-in-law with a machine gun and rocket launcher.

How the hell do you miss with a rocket launcher?!

She has got to be the luckiest person in the world.

It depends what you hit. If there is a lot of air or small particles in the way then a lot of force will be absorbed. I'd imagine it was hard to hit a person with a rocket launcher because it's a small target. M-Guns would put down fire in the area and hope one hits. I also imagine that he was firing from the front which is not the most efficient way - instead one should use enfilading fire (as they did in WWI).

A rocket could also hit the wrong part of the house and it would destroy the room but little else

I get the feeling that with this guy, standing right infront of him when he has a gun, he'd still miss. Although, I think that this calls for...
