Outbound links are links (links take you to another webpage) that direct you to another external website, typically on a related topic. An example is when you go to news.google.com all the articles take you to another website that are news related. That is, when you click them, they'll take you to Washington Post, The Herald, New York Times, etc. and not another internal Google page (like clicking a link to open your email).
