Oh my goodness, they're are adorable!!!

How old are the kittens? I wouldn't recommend taking them outside until they're used to the house and how it smells, if it's possible getting them neutered is a good idea too. Izzy can get pregnant as soon as she reaches maturity. You could train them to be on a leash and go for walks. My cat Ruffo walks with me and the dogs I get lots of strange looks.

As for your brother, I would have a good talk with him. Otherwise I don't have advice for that.
