In the US it depends on the state. Purchasing tobacco (under 18 or 19) and alcohol (under 21) is illegal in all states, but the use of those substances is not always. For example, in Washington, D.C., I'm pretty sure it is still that way.

That said, it's just the way the law was written: poorly. They are accidental loopholes. I mean, if buying tobacco as or for a minor is illegal AND selling tobacco to a minor is illegal, how many ways are there for young people to LEGALLY get these substances? But once they have them, there is no way to prove when/where/how they got them, etc, so there is nothing the law can do. If that made any sense to anyone other than me.

Someday I will be strong enough to lift not one but both of us.
