I do it with my boyfriend all the time, as well as baths too. Maybe he just wants to be naked with you, and have the opportunity to bubble you up.
It could lead to something more sexual, but don't do anything you're not comfortable with. And if you want, you could just say that you'd rather take it back to your room to continue with.
