The legal system can be really cruddy sometimes. I'm sorry they haven't taken her seriously because it takes so much to report that kind of thing. It is sexual assault if she didn't consent.
I agree with Cas* try and see if she will talk to a counsellor, if she bottles it up it's only going to make matters worse in the end. Be there to support her all you can, but don't take on something too deep for you to handle.
