But everything on that list, I do still enforce. I think that if someone is mature enough to have sex needs to have good circumstances for themselves and good choices.

Ahh I see, you think I am a younger teen
I lost my virginity over 7 years ago now. As I do not regret that decision I'd say it was the right one, and yes I believe I was mature enough to make that decision. Life experiences contribute a lot towards a persons maturity as well as taking care of oneself.
