Actually, that's one of the most sensible things Ipve seen as far as when to have sex. Can't really find any fault with it.
Though if you want a specific age, I think atleast 18-20 is best. Gives you enough time to mature and be ready to deal with sex. Younger than that, petting and stuff is fine, but I don't think sex, generally, should happen much before that.
