Those should be kept on hand, but I don't think a woman should have to be any more curteous to people other than covering up with a towel, blanket, etc. She should not have to leave or go in a bathroom.
I think we've reached an agreement. Yay! The less public place thing is just one example, but the OP, as I understand it is even opposed to the towel/blanket idea.
