unfortunetally, by taking her outside and saying no after she pees in the house doesn't help, unless you say it WHILE she is peeing, puppies (or dogs of any age) can not associate a punishment with an action that happened just seconds before. She will eventually think you are saying no to her being outside or some other random action that you don't intend for her to associate it with. You just have to keep taking her out (a leash works well) and wait until she pee's. After she does give her a treat, praise her, and then let her off the leash. She will then associate peeing with getting freedom. Just remember that puppies pee A LOT so take her out after naps, meals, and playtime. GOOD LUCK!
