I do think your neighbor is being rude and a tad unreasonable. However, I have a similar problem with my neighbors' dogs; they are constantly digging themselves out under their fence and escaping into my yard. It is very irritating, especially when they relieve themselves. I think you should also try to see things from your neighbor's perspective. Your dogs really shouldn't be on his property. I think it's irrelevant whether or not they are friendly or they do any damage. Like Emma said, at least around here, it is illegal for dogs to wander around unleashed.

I realize that you're having trouble containing your dogs. I understand that. Animals are clever things and sometimes they can be difficult to control. My suggestion would be, until you can find a reliable means of keeping them in, to not let them out in your yard. Take them for walks instead. If your neighbor is going to these extremes, right now I don't believe it's worth the risk of having them escape again.
