Either that, or you could teach your dogs not to dig. It's a natural thing for them to want to dig and escape so it will take time but it can be done. After all, you taught them not to chew things, didn't you? Go outside with them and scold them when they try to escape. I understand that you may be upset that your neighbour is angry but your dogs shouldn't be in his yard. I know you said you agree that they shouldn't be there but that doesn't change that they are.
