I don't know about it being a second language... language is used to communicate with people where as music is just tones/pitches/notes, it communicates sound but not actual words.
Some people can read music and put it to an instrument with ease, while others can look at the notes and actually hear them in their head without putting them to anything physical. I wouldn't say you're smarter because you can read music, you can simply tap that skill (or part of your brain) that's like saying if you're not blind and you can read brail thart you're more intelligent. I think it has more to do with the side or your brain that you're using than intelligence.
